Governing through Trust: community- based link workers & parental engagement in education
I report on research into the use of community link workers to engage parents from white working-class backgrounds in their children’s education. Drawing on data from parents, teachers and the link workers themselves, I examine how such strategies serve to govern and regulate parental conduct, not through coercive mechanisms and practices (e.g. legal sanction), but through the medium of trust. In so doing, the problematization of individuals and groups as ‘disengaged’ / ‘hard to reach’, issues of social class, ‘race’, and ethnicity, and the unintended and unforeseen effects of such interventions, are also thrown into relief.
The paper will be followed by discussion & exploration of opportunities for collaboration.
